College for Non-citizens who are Residents of Texas:
Section 54.052(j) of the Texas Education Code states that an individual can be considered a resident of Texas if the individual resided at least three years as of the date the person graduated from high school or received the equivalent of a high school diploma in this state. Colleges and public universities in Texas will admit and may give money to help pay for college.
